Attorney Rogan earned his Bachelor of Arts degree in communications/English from the University of Scranton in Scranton, PA, and his Juris Doctorate degree from the University of Miami School of Law in Coral Gables, FL. He previously worked in the prosecutor’s office of Fort Lauderdale, FL, and in the public defender’s office of Lackawanna County, PA.
Attorney Rogan was born and raised in Lackawanna County, PA, and currently lives in Clarks Summit, PA, with his wife, attorney Julia K. Munley, who is a trial lawyer and the daughter of United States District Court Judge James M. Munley.

As chair of the section, attorney Rogan participated in continuing legal education seminars in Miami, FL, Chicago, IL, Philadelphia, PA, and San Juan, Puerto Rico.
